Minutes of the Regular Meeting of the Greater Barre Services Study Committee

Place: Barre Town Selectboard Meeting Room
Present: Barry Driscoll, Dawna Attig, Alex McHenry, Charles Fantoni, Joan Carrigan, Deb Martin, Dan Bellavance, Carl Rogers, Glenda Nye, Wayne Pelkey, Doug Farnham, Mark Reaves, Debra Sartelle, Chip Castle, J. The meeting was formally called to order at 6:40pm by Barry Driscoll, Chairman. Barry opened the meeting with a mention of the letter of response to the article in the 2/15/02 Times-Argus and the agenda. Introductions were made for our guests.
1. Acceptance of Minutes
Move to accept the Minutes. Have a motion and a second with no discussion. There was approval with all ayes.
4 The minutes of 03/11/02 were accepted.
We left the Administrative Services discussion from 3/11/02 meeting open. The entire committee was asked if they want to question any of the other department heads under the Municipal Administration. The answer was no. Barry asked if Barre City had a web site and whether could be a link between them. The answer was yes.
3. Fire/Ambulance/Rescue Discussion (Mark Bernier, Dan Bellavance, Deb Sartelle)
Doug Bellavance opened this subcommittee discussion by reading the purpose and goal of the committee, followed by introductions for their guests: Doug Brent(BCFD) and David Jennings(BTEMS) and a video of a manufactured training facility (by Fire Facilities, Inc.) The tape was to give an overview of one of the fire departments needs. The State of Vermont provides an instructor and every year a community has to host training. But we have no training facility, so everything is pretend. Doug Brent has overseen the building of a training facility (everything was donated.) The question was asked if this would be something that more than one community could contribute.
Last year Federal Government started the Fire Grant Act program. $250,000 was sent to Vermont. Last year Barre put in for a training facility as on the tape; however, we did not get it. And this year they changed the program and they disallowed fixed buildings and concrete. The ISO rating is also very important and can affect the insurance rates for everyone. A training facility, library and video can all add points in the ISO rating.
Next the discussion focused on Preplanning. Barre City has preplanning. Everything is in three ring binders. Will there be a redesign on the response areas. Who responds to what is between the communities. Currently, there are no agreements between Barre City and Barre Town. South Barre Fire Department has thought about this. Barre City will be toned out for Structure fires. The procedure is to have agreements between the individual communities.
Regarding Emergency Services, both communities have sound mutual aid. Majority of the ems training is done through CVH. Since the institution of the paramedics you still get to learn from someone else’s experiences and training.
David Jennings has been spending many hours on the Mobile Intensive Care Unit (MICU). This is a top end transport service from one hospital to another (e.g. CVH to FAHC or Dartmouth) and still maintains the same level of care that they received while in the hospital’s ICU. Currently, they pull a nurse of the floor or get the MICU from FAHC or Dartmouth. Currently Doug and David get together to go over upcoming events about 6 times per month. Although this is more ironing out of current problems instead of future casting.
The new building just gives them more space. Barre Fire Department is really excited about a large training room. Currently, can’t have everyone together to have training. There was a brief mention on the per capita rate and the difference between the municipalities.
The communities have chosen two different systems. What would a new ground up system be like? Barre City believes the answer would be very different. If this is something the two communities are interested in, then they should hire a consultant and evaluate this.

Alex reported that they did invite Chief Whipple, but he had to decline.
Water/Sewer. (Charles Fantoni, Guy Isabelle, Mary Welch)
Ready to write everything up and will be ready for May.
Highway. (Paul Simonetta, Wayne Pelkey, Barry Driscoll)
On for June.
Recreation/Special Services. (Joan Corrigan, Deb Martin, Gordon Booth)
They shared the final results from the Barre Town Survey.
