TOWN OF BARRE

POLICY

REGULATIONS FOR EAST BARRE COMMUTER LOT

PURPOSE  -             The purpose of this policy is to set forth regulations for the use of the Town’s land (Tax Map 25, Lot 140) also known as the Bisson Lot.  Said lot is located along the south side of Route 110 between the Jail Branch and Route 302.

AUTHORITY -  24 VSA, Section 872, states the Selectboard shall have the general supervision of the affairs of the town.  24 VSA, Sections 2271 and 2272, authorize property owners to remove vehicles abandoned by others.

POLICY  -

A.             AUTHORIZED USE:  The Barre Town Selectboard has decided the only authorized use of the Bisson Lot is commuter parking in compliance with the following conditions:

1. Commuters use the lot at their own risk.

2. Commuters shall not leave their vehicles on the lot for more than 72  continuous hours.

3. No unregistered, uninspected vehicles may be parked there.

4. Advertising vehicles for sale by commuters is prohibited.

5.            Littering is prohibited.

6.            Commuters shall not block the two entrances/exits to the lot.

7.            Winter maintenance services are not guaranteed.

All other uses of the lot are prohibited.  Commercial activities such as, but not limited to, selling vehicles or produce are expressly banned. 

Violators of this prohibition shall immediately cease and desist banned activity upon notification by the Police Department.  In the case of vehicles advertised for sale, the owner or person responsible for the vehicle shall be notified to remove the vehicle.  The vehicle shall be removed by the Town 12 hours after notification.  Vehicles left on the lot continuously for seven (7) days regardless if the owner is known shall be removed to the Department of Public Works lot for storage.  Pursuant to 24 VSA, Section 2272, the Vermont Agency of Transportation shall be informed for notifying the owner or public.

B.            ENFORCEMENT:  The Barre Town Police Department shall enforce the regulations contained in this policy.

C.            MAINTENANCE:  The Barre Town Department of Public Works shall maintain the lot, including winter maintenance and the sign.

D.         SIGN:  The Department of Public Works shall maintain a legible sign informing the public that the lot is for commuters only; that all commercial activities are banned; that parking is limited to 72 consecutive hours; that littering is prohibited; that commuters shall not block the driveways; that winter maintenance is not guaranteed; that violators will be towed; and that in the event of a breakdown to notify the Barre Town Police Department immediately.
