MANAGEMENT INTERNSHIP PROGRAM
Introduction
Many Vermont small
towns, cities, and villages employ managers or administrators.
Currently there are 81 municipal manager or administrator positions in Vermont. Small communities with their
scarce resources have difficulty recruiting experienced municipal
managers. An internship program provides an opportunity for
prospective managers to gain direct experience with an experienced
management team before accepting a manager or administrator position.
A management intern
working for the Town of Barre provides:·
- Valuable research, analytical, and writing assistance on selected
projects for which the management team can't find time;
- Fresh insights with each new intern; and
- Routine management, administrative assistance.
Graduate school students
or recent graduates from public administration or public policy
(policy analysis) programs are eligible. Candidates must have an
interest in a municipal government career. Vermont residents and
students from Vermont colleges are given preference, but students
from across the country are welcome to inquire.
Previously, the Barre Town Management Internship was a one-year program. Starting September 2007, the Internship is a two-year position. This two-year full-time position offers graduate students a more indepth experience.
Duties
Management interns
work under the direction of the Town Manager but will assist all
Town departments, divisions, boards, and commissions with management
tasks and projects. The intern:
1.
Attends all Selectboard meetings.
2.
Attends at least two other Town board, commission, committee
meetings every month. During the twenty-four-month term, the intern
will attend at least three meetings of the following boards or commissions:
Planning Commission, Development Review Board, Recreation Board,
Traffic Safety Advisory Committee, and Cemetery Commission.
3.
Attends bi-weekly department head meetings; weekly DPW/construction
meetings; and other staff meetings as assigned by the Town Manager.
4.
Keeps regular Municipal Building office hours while attending
nighttime meetings.
5. Assists
the Town Manager with Selectboard meeting agendas and meeting
packet preparation.
6.
Is assigned to complete basic management and administrative duties.
7. Assists
with budgeting; preparing the Town Report; writing newsletter
articles; negotiating labor contracts; purchasing; and special
projects.
8. Attends
meetings, as necessary, of other public agencies such as, but not limited to, the School
Board, Regional Planning Commission, and District Environmental Commission.
9. Provides
research, analytical, and writing assistance on management issues
for all Town departments, divisions, boards, and commissions.
Examples of assignments would be researching and drafting ordinances
and policies; preparing training programs; researching and explaining
government regulations; and offering programs for compliance.
In summary, the intern
works with the management team and gains experience in purchasing,
contracting, meeting preparation and follow-up, and hiring. The
intern will gain background knowledge in highway, police, fire,
emergency medical, water, sewer, parks, recreation, cemetery,
planning, zoning, assessing, town clerk duties, emergency management,
public relations, governing board/staff relations, intergovernmental
relations, grant writing and administration, and municipal equipment.
Cost
The intern is paid
an annualized salary.
The intern is offered
all benefits afforded to permanent, fulltime, non-union employees
– except retirement. Likewise, the intern is subject to disciplinary
action including suspension and termination.
The Town pays for
and the intern is required to attend:
n the Spring and Fall Vermont Managers' Association conferences;
n the University of Vermont Extension Service’s
municipal management seminars;
n up to four (4)
other municipal seminars sponsored by the VLCT or Vermont State
agencies.
CURRENT INTERN INFORMATION
As of January
2009 the Town of Barre has selected its next management intern.
Kelly Murphy is a recent graduate of the University of Vermont's
Master of Public Administration program. Kelly completed her undergraduate
work at the University of New Hampshire receiving a Bachelors
Degree in Political Science. Professional interests include governance,
public policy, and municipal function. Past internships with the
Vermont Department of Education, the Snelling Center for Government,
the New Hampshire General Court, and the American Council of Young
Political Leaders provide a variety of experience to draw from
when dealing with challenges facing local government. Kelly is
excited about beginning her career in local government with the
Town of Barre.

be open for consideration in 2014.

PAST BARRE TOWN INTERNSHIPS
Where are they now?
- The first intern (2001-2002), from the University of Vermont,
is now a budget analyst at the State of Vermont's Department
of Management and Budget.
- The 2002-2003 Intern (University of Vermont) was hired as
a Regional Manager for the Green Mountain Transit Agency before
leaving to pursue a different career path.
- The 2003-2004 Intern (University of Connecticut) was hired
as the Town Administrator of Clinton, Maine- a position he still
holds.
- The 2004-2005 Intern (University of Vermont) is now working
as the Assistant Town Manager in Essex, Vermont..
- 2005-2006 there was no intern.
- The 2006-2007 Intern (University of Albany) is the Assistant
Town Manager in Middlebury, Vermont.
- The 2007-2008 Intern (University of Maine) is now Town Manager
for Wayne, Maine.
- The 2009-2011 Intern (University of Vermont) is now the Assistant
to the Town Manager, Barre Town, Vermont
