Town Manager

Barre Town operates under provisions set forth by the General Assembly and the voters of Barre Town. In the field of municipal government, Barre Town has a Council-Manager form of government. The Council, otherwise known as the Selectboard, is the governing body for Barre Town. This form of municipal government is likened to a business corporation or nonprofit agency; the Selectboard is the Board of Directors and the Town Manager is the Chief Executive. The Town Manager adheres to a strict code of ethics which prohibits political support in local election(s). There is a distinction between professional staff and elected officials. The main objective of both, however, is to provide effective and efficient service at the local level.

The Town Manager’s Office consists of four staff: the town manager, town manager assistant, executive secretary, and accounts payable clerk. All are full time except the accounts payable clerk who is part time.

The Manager’s office staff performs a variety of administrative functions for the town.  The Manager’s office also handles miscellaneous functions or services that do not fit neatly into other department’s responsibilities. Here is a sample of regular responsibilities:

  • Billing for ambulance services
  • Purchasing 
  • Scheduling municipal building meeting rooms
  • Risk management
  • Coordinating solid waste services
  • Truck (gross load) permits 
  • Economic development
  • Preparing policies and ordinances 
  • Bookkeeping, including accounts payable and payroll
