Town operates under provisions set forth in a town voter and Vermont state legislature-approved
charter. In the field of municipal government, Barre Town is known as a council-manager
government; only in Barre Town’s case, the elected governing body is called the
selectboard. This form of municipal government is similar to a business corporation
and to not-for-profit organizations. The selectboard is the board of directors,
and the manager is the CEO or executive director. The manager, however, cannot
be involved in elective politics and cannot have any involvement in selectboard
candidate recruitment or support. The Barre Town town manager’s
office consists of four fulltime staff: town manager, executive secretary, bookkeeper,
and ambulance billing clerk. Barre Town offers a management internship program

The town manager’s office staff performs many administrative
functions for the town. The manager’s office also handles many
miscellaneous functions or services that do not fit neatly into
other department’s responsibilities. The responsibilities of the
town manager’s office includes:

Truck Permits The
Town Manager’s Office issues truck (also referred to as overweight or gross load)
permits. By state law, there is a 24,000 lbs. weight limit on town highways unless
other weight limits are established. To drive trucks with a gross load more than
24,000 lbs. over town highways (except on designated truck routes), a town truck
permit is required. Truckers and contractors may obtain
an application form by going to the Permits and Forms
page on Barre Town web site and selecting the appropriate application form. The
completed form with required insurance information may be faxed to the manager’s
office. The application fee ($5 for a single truck and $10 for fleets) may be
mailed. All permits expire every year on March 31, regardless of when the permit
was issued. When a permit is issued, a trucker or contractor
may haul over the roads listed on the permit. Note that several roads carry the
same weight limits as state highways. On these roads, a truck permit would not
be required for normal truck loads. The roads carrying the state weight limits
are: (1) Quarry Hill Road; (2) Graniteville Road (to Rock of Ages); and (3) Websterville
Road. Truckers may reach the major truck destination points (Rock of Ages, Wilson
Industrial Park, and Pike Crusher Plant) without a permit. To
travel roads and streets that are not listed on the permit form, truckers and
contractors need special written permission from the town manager’s office. Oversized
loads (over-width, over-height, over-length) need special permission from the
Vermont Department of Motor Vehicles, Enforcement Section (802)828-2064.
During “mud season” or early spring, the weight
limit on town highways is reduced from 24,000 to 16,000 lbs. Special
permission from the manager’s office is needed to haul heavier loads
during this time.

The Bridge Street bridge in South Barre is closed to trucks.
Middle Road, across Rt. 14 from Rt. 63, is never open
to truck traffic.

Use of Meeting
Rooms: Barre Town allows local not-for-profit
organizations, state agencies, and affiliated organizations to use its meetings
rooms when available. The executive secretary coordinates use of the rooms. All
three rooms are in the handicapped accessible Municipal Building at 149 Websterville
Road. Conference Room #1 is the selectboard’s meeting room. It offers a large
head table and seating for 50. Conference Room #2 is the smallest, featuring
a conference table and 8 chairs (not available weekdays). Conference Room #3
features many chalk and white boards, and seats 14 around four tables which form
a rectangle. The town does not charge for use of its meeting
rooms. Therefore, user cooperation with the following conditions is requested:

Parking for approximately 25 cars is available in the back parking
lot. Front and side parking is for employees and customer parking. Therefore,
you may need to advise your participants to carpool if necessary. Do not park
in the marked Police Department spaces directly behind the Annex.

Enter the building through the Annex entrance (white addition).
·
If room must be re-arranged, please return it to its original
arrangement.
·
Please dispose of your trash.
·
Advise your participants to remain in the areas adjacent to your
conference room during breaks. Mingling in the main hallway disrupts the offices.
·
Coffeemakers are not available; bring your own.
Soda and snack machines are in the employee break room (lower
level of main building) for daytime meetings only.

Telephones in conference rooms #2 and #3 are accessible for medical,
police, or fire emergencies. Dial 9-1-1. A yellow emergency poster in every
conference room provides necessary emergency reporting information. Group leaders
should note the emergency evacuation routes. ·
Bring your own audio-visual equipment, overhead projectors, screens,
easels, etc. The Town’s equipment may not be available or may not be working.
